How to buy property in Rwanda as a diaspora investor
A practical guide for Rwandans abroad and foreign investors navigating UPI checks, title types, and the buying process in Kigali.
Why diaspora buyers choose Rwanda
For Rwandans living abroad and international investors, buying property in Rwanda offers a stable and structured opportunity. The process is largely digital and transparent, provided you work with verified information and understand the legal steps.
Step 1: Clarify Your Purpose
Before you start viewing properties, decide on your primary goal. Are you buying to live in, to rent out for income, or to hold for long-term capital growth? This decision will affect your neighbourhood choice, the type of title you need, and your expected rental yield.
Step 2: Verify the UPI and Title
This is the most critical step for a remote buyer. Do not rely solely on the seller's word. Ask for the Unique Parcel Identifier (UPI) and verify it yourself on the NLA portal.
Isanzi checks every UPI against official NLA records before listing a property, so you can browse our site knowing the ownership and title status have already been reviewed.
Step 3: Appoint a Trusted Local Agent
A local agent acts as your eyes and ears on the ground. They can arrange viewings, conduct site visits, and provide feedback on the neighbourhood. Isanzi provides viewing feedback after every appointment and keeps diaspora buyers updated via WhatsApp throughout the process.
Step 4: Make an Offer and Complete Due Diligence
Once you find the right property, your offer should be subject to satisfactory title review. You will need to budget for:
Notary Fees: To authenticate the sale agreement. Fees are regulated by the Rwanda Bar Association.
Bank Transfer Costs: For sending funds from abroad.
(Note: The title transfer service on Irembo is free of charge.)
Step 5: Completion and Registration
After payment, the transfer is registered with the land registry. Keep copies of all signed documents and proof of payment. The buyer will receive an electronic land title (e-title) within 7 to 14 days of submitting the transfer application.
