Investing in Rwandan Property: A Guide for Local and International Investors
What you need to know about the rules, taxes, and processes for property investment in Rwanda, based on official government sources.
Introduction
Rwanda offers a structured and increasingly digital property market. The legal framework is clear, the land registry is online, and the tax treatment for investors is defined by law.
This guide explains the rules, taxes, and processes that apply to property investment in Rwanda, based on official government sources.
Who this is for
Local investors, diaspora Rwandans, foreign nationals, and institutions considering residential, commercial, or land investment in Rwanda.
How Isanzi can help
This guide explains the rules. The investor is responsible for all legal steps, tax filings, and applications. Isanzi advises and supports, but does not act on the investor's behalf.
Part 1. Can foreigners own property in Rwanda?
Yes, with conditions.
Under the Law Governing Land (Law nº 27/2021), foreign nationals acquire land rights through a registered emphyteutic leasehold, not direct freehold ownership. The leasehold is transferable and mortgageable, subject to the title and applicable law.

Cost: USD 500 (non-refundable)
Where to apply. Rwanda Development Board (RDB) One Stop Centre.
Requirements include: application letter to the RDB CEO, detailed business plan or feasibility study, company registration certificate, shareholding structure, land title, purchase agreement, and a conformity letter from the relevant District confirming compliance with the Master Plan.
Legal basis. Law n° 006/2021 of 05/02/2021 on investment promotion and facilitation, Article 17.
| Scenario | Requirement |
|---|---|
| Single residential plot up to 300 sqm | No investment certificate required |
| Land exceeding 300 sqm, multiple plots, or commercial land | RDB Investment Certificate required |

Part 2. Taxes on property investment
2.1 Rental income tax
For individual landlords, Rwanda applies a standard 50% deduction on gross annual rent. Only half of your rental income is treated as taxable.
| Taxable income (RWF) | Tax rate |
|---|---|
| 0 to 180,000 | 0% |
| 180,001 to 1,000,000 | 20% |
| Above 1,000,000 | 30% |
Example. If you receive RWF 12,000,000 in gross annual rent, the 50% deduction reduces your taxable income to RWF 6,000,000. Tax is then calculated progressively on that amount.
Filing deadline. Annual declaration is due by 31 January each year.
Legal reference. Law No. 048/2023 of 05/09/2023.

2.2 Immovable property tax
Immovable property tax is levied annually.
| Property type | Rate |
|---|---|
| Residential | 0.5% of market value |
| Commercial | 0.3% of market value |
| Industrial or micro and small enterprises | 0.1% of market value |

2.3 Notary fees (land transfer)
| Notary type | Fee |
|---|---|
| Public notary | RWF 500 per notarised page of the contract |
| Private notary | RWF 6,500 per copy of contract, payable directly to the notary upon notarisation |
The service of transfer of ownership on immovable property and the certificate of land registration (land title) are exempted from fees.

Part 3. Economic fundamentals
Rwanda's construction sector is one of the fastest-growing in East Africa.
What this means. The construction sector is growing faster than the overall economy. This reflects continued demand for residential and commercial property in Kigali and secondary cities. It also indicates that the market is expanding, not contracting.
| Indicator | Figure | Source |
|---|---|---|
| GDP growth (Q2 2026) | 9.4% | NISR |
| Construction sector growth (Q2 2026) | 24% | NISR |
| Overall industry growth (Q2 2026) | 18% | NISR |

Part 4. How to buy property as an investor
Verify the title
Check the property's Unique Parcel Identifier (UPI) on the NLA land portal at amakuru.lands.rw, or by dialling *651#. The system will flag any caveats, mortgages, or legal disputes.
Confirm zoning
Confirm the land's zoning classification (R1, R2, R3, R4, C1, C2, I1, I2) and what it permits. Zoning determines what you can build and how the land can be used.
Sign the sale agreement before a notary
A land notary must authenticate the sale agreement for it to be legally valid. You can use a public notary (sector land manager) or a private notary.
Apply for title transfer on Irembo
The transfer is processed online at IremboGov. The service fee is free; notary fees apply separately. Processing time is 7 working days when documents are complete.
Obtain an RDB Investment Certificate (if applicable)
If your investment exceeds 300 sqm, involves multiple plots, or is commercial land, you must obtain an RDB Investment Certificate before completing the transfer. The investor applies directly to the RDB. Isanzi advises.
Part 5. Rental yields and market data
There is no official Rwandan government source that publishes average rental yields for Kigali. The figures below are indicative and should be verified independently.
Isanzi recommendation. Use our Market Data page for platform-derived figures based on actual Isanzi listings. Do not rely on third-party estimates for investment decisions.
| Indicator | Range | Source |
|---|---|---|
| Residential rental yield (Kigali) | 5% to 12% (varies by neighbourhood) | Market estimates |
| Construction sector growth | 24% (Q2 2026) | NISR (official) |
Part 6. Risks to consider
| Risk | What to know |
|---|---|
| Currency risk | Rental income is in RWF. If your liabilities are in USD, exchange rate movements affect returns. |
| Vacancy risk | Rental yields assume occupancy. Actual returns depend on tenant demand in your area. |
| Regulatory change | Real estate regulations are being updated. New licensing and verification requirements may affect timelines. |
| Construction delays | Off-plan projects can face delays. Verify the developer's track record before committing. |
| Title disputes | Always verify the UPI and title status independently. Do not rely solely on the seller's documents. |
Tips for investors in Rwanda
Practical points from our experience with investors across Kigali.
Verify the UPI before negotiating
Dial *651# or visit amakuru.lands.rw. It is free and takes minutes. This one step prevents most fraud.
Model both RWF and USD scenarios
If your rental income is in RWF and your liabilities are in USD, exchange rate movements affect your returns. Model both.
Confirm zoning before you commit
Zoning determines what you can build. Confirm the classification (R1, R2, C1, etc.) and permitted use before committing funds.
Understand the RDB Investment Certificate
If your investment exceeds 300 sqm, involves multiple plots, or is commercial land, you need an RDB Investment Certificate before completing the transfer.
