Understanding UPI and title verification in Rwanda
What UPI means, why it matters for every purchase, and how Isanzi verifies title before a listing goes live.
What is a UPI?
The UPI (Unique Parcel Identifier) is Rwanda’s official reference number for a parcel of land. It is issued by the National Land Authority (NLA) and is used to link a physical plot of land to its official registry records.
Without a valid UPI match, you cannot be confident that the person selling the property actually owns it or has the legal right to transfer it to you.
How to Verify a UPI (For Free)
You do not need to rely on an agent to check this for you. You can verify the title status yourself in two ways:
Dial (*)651#: Enter the UPI number for the plot. The system will return the registered owner, land use, size, and any registered mortgages or caveats.
Visit the NLA Portal: Use the official NLA land portal to search for the property records.
Title Types in Rwanda
Rwanda operates a dual land tenure system. The title type affects what you can do with the land and how long you can hold it for.
| Title Type | What it means |
|---|---|
| Leasehold | The most common form of tenure in Rwanda. The state owns the land, and you are granted a long-term lease. |
| Freehold | Full, indefinite ownership rights. This is rare in Rwanda. |
| Emphyteutic | A specific type of long-term lease granted to foreign nationals for investment or residential purposes. |
How Isanzi Verifies Listings
Before any property appears on our platform, we conduct our own checks. We collect the UPI from the seller, verify the title status and seller authority with the NLA, and flag any missing or inconsistent documentation. Only verified listings reach the public site.
Red Flags to Watch For
- A seller or agent is unwilling to provide the UPI.
- The price is far below market rate with no logical explanation.
- There is pressure to pay a deposit before you have seen the title or the property.
